Debit Card Information

What is a debit card?

A debit card looks like a credit card but works in a very different way. You can withdraw money or use the debit card to pay for purchases, but you cannot withdraw or spend more than the amount that has been loaded (deposited) on the card. “Debit” means “subtract” – and that is exactly how it works. When you spend or withdraw money using a debit card, your purchase or cash withdrawal is immediately subtracted from your card’s balance, along with any fees that apply. If your card balance is not high enough to cover what you are trying to spend or withdraw, the transaction will be refused. It may be helpful to think of a debit card as plastic cash. A debit card is NOT a credit card.

What is the KPC’s debit card called?

We call it the NOW card. It is Visa™ branded, so it can be used wherever the Visa™ trademark is displayed.

What are the advantages of the KPC NOW card?

Speed. You no longer have to wait for the Post Office to deliver your support check—or worry if bad weather delays the mail. If you move, KPC checks will not have to catch up with you through the mail—they’ll be safely loaded onto your NOW card.

Safety. Because there is no paper check, your support money cannot be stolen from your mailbox or from you while you are carrying it.

Convenience. You do not have to make a trip to the bank to deposit the support check or pay check-cashing fees. You can use the NOW card anywhere that Visa™ is accepted—so you can use it while traveling or when you are outside the USA.

Custom alerts. You may sign up at any time for Deposit Notification Alerts, a service that is only available with the NOW card. If you choose this service, you will be sent a voicemail, e-mail, or text message whenever new money is loaded onto your NOW card.

Security. We hope it never happens, but sometimes a natural disaster like a flood or tornado can turn life upside down. With the KPC NOW card, you know your support money will be available to you, even if you relocate suddenly. And a lost or destroyed NOW card can be quickly replaced, too.

And more. No credit check is required to get the NOW card. You do not need to have a personal bank account with the NOW card, but it lets you save the support money safely until you are ready to spend it. The free online “My Account” tools and telephone services from the debit card center help you keep track of your NOW card balance and see where the money goes. Information about NOW card purchases and withdrawals is private – no one at the KPC or the State of Kansas has access to it.

Plus... The KPC is supported by your state and federal tax dollars. Choosing the KPC NOW card helps the KPC eliminate the cost of paper checks, postage, and keeping track of checks that people do not cash. In the long run, the NOW card saves you tax dollars.

How does the KPC NOW card work?

When a payment is applied to any of your support case(s), the KPC has the money loaded electronically onto your NOW card instead of mailing you a check. Normally your NOW card will be credited with the money (“loaded”) by 5 p.m. Central Time a few days after KPC applies the payment to your support case(s). After the money has been loaded onto your NOW card, you will be able to withdraw or spend it. We encourage you to check your NOW card balance before you make a withdrawal or purchase, to be sure the most recent support payment has been loaded or that you haven’t forgotten about an earlier withdrawal or purchase.

How can I check my NOW card balance?

There are several ways to check how much money is left on your NOW card:

Call the toll free Debit Card Customer Service number printed on the back of your NOW card (1-866-865-1226) and use the automated voice menu. You will need your NOW card Access Code. There is no fee for this service, and it is available 24 hours a day, seven days a week.

Go online at www.myaccount.chase.com and look at your NOW card account. You will need your NOW card Access Code. There is no fee for this service, and it is available 24 hours a day, seven days a week.

You may also check your balance at an ATM (automated teller machine) for a fee of $0.95 for each inquiry. Swiping your card at an ATM may be convenient, but can also be costly.

Here are some tips for keeping track of your card balance:

  • Write down every transaction on an Account Register. Click the FORMS tab on the left side of this page to find a blank Account Register that you can print and use. Or use a blank checkbook register instead.
  • Each time new money is loaded, fill in the date and a short description on your register. Then add the amount to your card balance.
  • Each time you make a purchase, cash withdrawal or have a fee transaction (such as swiping your card at an ATM to check your balance), fill in the date and a short description on your register. Then subtract the amount (including any cash back) to see your new balance.
  • Check your register balance at least once a month by looking at your NOW account online or by calling the toll free number printed on the back of your NOW card. Correct your paper register to match, if you need to.
  • You do not have to use a paper Account Register. If you have Internet access, checking your account online is easy and free.

For some transactions, merchants are allowed to use a “pre-authorized hold” to protect themselves from fraud or theft. The most common ones are for pay-at-the-pump gasoline purchases or hotel reservations. A pre-authorized hold is temporary, but it can cause a later transaction to be denied if you have a relatively low balance on your NOW card. For more information, see Frequently Asked Questions (What is a denial fee?).
